The race was turning into a strategy-dominated affair with teams mulling over two- and three-stop plans.
Russell led from pole position and stayed there ahead of Red Bull’s Max Verstappen - and it seemed a straightforward fight to the finish.
That was until Norris came into range of his team-mate Oscar Piastri and crashed into him on the run to Turn 1.
Norris bowed out of the race and Piastri finished fourth, building his championship lead to 22 points.
Russell won the race over Verstappen and rookie Mercedes driver Kimi Antonelli completed the podium.
Charles Leclerc finished fifth for Ferrari ahead of team-mate Lewis Hamilton, who hit a groundhog and picked up damage on his way to sixth place.
Fernando Alonso took seventh for Aston Martin and Sauber driver Nico Hulkenberg finished eighth, with their two respective teams two points apart in the battle for eighth in the constructors’ standings.
Esteban Ocon finished ninth for Haas and Carlos Sainz rounded out the top 10.
Alex Albon retired his Williams with power unit issues and Liam Lawson was brought back into the Racing Bulls garage prematurely to save his power unit mileage for the next race at Austria’s Red Bull Ring.
